This is the Hartland Victor Over Clock (VOC) and it was produced 1949 - 1950.
This Hartland clock version has the horse standing over the clock; another version has the horse standing next to it.
Breyer copied the Hartland Victor for its Western Horse and then made clocks with it in conjunction with Mastercraft in 1950 - 1953. The Hartland and Breyer clocks can be hard to differentiate between, but with help from Sande Schneider, I was able to determine that I had indeed found a Hartland clock.
